The current Smart Gallery has no option to turn off internet connectivity, but the Smart Gallery supports offline mode to work without an internet connection. Another way is logout via Reallusion Hub, so that the Smart Gallery will not sync to the server.
Otherwise, you may consider uninstalling the Smart Gallery, and installing back via Reallusion Hub when you need it.
